An administrative judge has ruled that Cuvee Coffee Bar didn’t violate Texas alcohol code in 2015 when it filled crowlers on its business premises. At the time, the Texas Alcoholic Beverage Commission confiscated the filling equipment and crowlers, as officials interpreted the code as restricting that ability to manufacturers. Although the ruling only applies to this specific case, the development could lead to legislative action to clarify the issue.
