House Bill 2054 would allow a brewer to lease portable refrigeration units to retail licensees at a fair market value rate and to wholesalers, who in turn may sublease them to retail licensees at a fair market value rate. At the end of the lease period, the unit becomes the property of the wholesaler. The bill specifies that the unit shall display advertising about the brewer’s products visible to consumers within the retail outlet. Additionally, the bill allows any person who is licensed to sell intoxicating liquor in the original package at retail to sell between 32 to 128 ounces of draft beer to customers in containers filled by an employee of the retailer on the premises for consumption off the retail premises.
